The first and prime step to modify/resolve the error is:

• Edit the Tally.ini configuration file 
• Disable the Auto-loan companies  option 
• Delete all the corrupt files. 

Understand that this error primarily occurs when Tally.ERP 9 cannot connect to a configured Tally Gateway Server and Port. So the possible solutions to the error 403 are:

• Cross check to see if the Server name and your IP address specified in the Configure Existing Licence tab are right. 
• After that, press F2 to select a stable Tally Gateway Server.
• Verify if the installed Tally Gateway Server is installed on the computer and is specified for configuration. 
• Let Tally.ERP 9 and Tally Gateway Server run through the Firewall. 
• Navigate to the Control Panel and cross-check the LAN connection status on your computer. If it is disabled, kindly enable it.
• Take a look and ensure that the LAN cable is attached to both the PC and the network socket.  
• Run the command netstat -a in Command Prompt on the PC where the Tally Gateway Server is installed. If the State of the chosen port is Licensing, fix the Tally Gateway Server that is receiving requests from that port.
